What is cip.histogramTolerance?

Swarm nodes use a histogram of response times to automatically adjust the response windows. Setting cip.histogramTolerance (histtolerance) allows Swarm to be tuned to ignore some of the extremely late outliers so the response windows are not too big, resulting in longer client wait times.
