The Twisted Event Loop has a scheduled event every 10 seconds that creates the heartbeat file in the /tmp directory of the Swarm node. Watchdog looks for and deletes the heartbeat file every 15 seconds. If the file was missing, watchdog logs the missed heartbeat message.
