How many replicas do I get with minreps=1 and Replicate on Write (ROW)?

Question: If my cluster is set to minreps=1 (scsp.minReplicas = 1), and I write a stream with no other lifepoints and replicate-on-write (ROW), what is the expected behavior?

Answer: A single replica will be written and ROW will be ignored for that stream.
